Scheme of Delegation – Oct 2023 update
The Local Governing Committee has the following core strategic functions:
Establishing the strategic direction, by:
- Setting the vision, values, and objectives for the school within the context of the wider BWMAT vision
- Agreeing the school improvement strategy with priorities and targets
- Meeting statutory duties
Ensuring accountability, by:
- Appointing the headteacher in conjunction with the BWMAT
- Ensuring the school welcomes visits from the BWMAT central team and completes information returns to the central team promptly
- Monitoring progress towards targets
- Performance managing the headteacher in conjunction with BWMAT central team colleagues and, where applicable, trustees
- Engaging with stakeholders
- Contributing to school self-evaluation
Ensuring financial probity, by:
- Proposing the budget
- Monitoring spending against the budget
- Ensuring value for money is obtained
- Ensuring risks to the organisation are managed
The Effective LGC
The Local Governing Committee is a strategic body that always has the best interests of the school and the local community at heart. The Department for Education is clear that its three core functions are:
a. Ensuring clarity of vision, ethos and strategic direction;
b. Holding the headteacher to account for the educational performance of the school and its pupils; and
c. Overseeing the financial performance of the school and making sure its money is well spent.
These functions should be fulfilled in partnership with the BWMAT, with specific reference to the details contained in your school’s Scheme of Delegation.
